KURIA: A Historic Moment as Kagwe Returns to the Cabinet.

History is made as Mutahi Kagwe is nominated for a third term in the Cabinet, becoming the first individual from the Mt. Kenya region to serve under three different Presidents.

A seasoned leader, Kagwe has an extensive political and public service career. He served as the Member of Parliament for Mukurweini Constituency from 2002 to 2007 and as the first Senator of Nyeri County from 2013 to 2017.

His Cabinet journey began as the ICT Minister under the third President, the late Mwai Kibaki, from 2005 to 2007. His second term came just days before the COVID-19 pandemic struck Kenya in 2020, when President Uhuru Kenyatta appointed him as the Minister of Health, where he played a pivotal role in managing the health crisis.

This third nomination is particularly noteworthy as Kagwe is proposed for the role of Cabinet Secretary for Agriculture and Livestock Development by President William Ruto, a move that comes outside the ruling Kenya Kwanza coalition. It is a significant step at a time when the country is navigating the complex socio-political and economic challenges post-COVID-19, following the July Gen Z protests.

What sets Kagwe apart from his peers, and why has the president chosen him?

Described as an intelligent, hands-on, and open-minded leader who values meritocracy, Kagwe is known for his insatiable curiosity and meticulous attention to detail. His strong communication skills make him relatable and empathetic—qualities that are valuable to the president’s team, especially at a time when some allies have been criticized for struggling to communicate effectively.

Kagwe’s communication acumen was most apparent during the COVID-19 pandemic, when his regular briefings on government efforts to control the disease and its effects reassured the public. He was able to simplify complex information, fostering confidence in the government’s actions and providing clarity during uncertain times.

With 40 years of experience spanning the private sector, legislature, and executive, Kagwe is a seasoned, collegial leader who has earned respect across various sectors. His experience and calm demeanor are assets to President Ruto as he works to strike a delicate political balance and reset the administration’s development and political priorities, ensuring it remains inclusive and competent, and serves all Kenyans impartially.

Kagwe’s appointment also sends a reassuring message to Kenya’s neighbors and development partners, signaling that the administration is responsive to the concerns of its citizens and international partners, and is committed to addressing the challenges faced in the past two years.

Hailing from Nyeri, in the central region, Kagwe brings weight and significance to the table. His role is particularly crucial given the importance of the Mt. Kenya bloc, which was pivotal in President Ruto’s 2022 victory. Kagwe is expected to play a leading role in advancing the president’s political agenda in the region, alongside figures like Deputy President Kithure Kindiki.

Kagwe’s recognition and appeal, both locally and nationally, surpass that of his peers. His experience working with both President Kibaki and President Uhuru Kenyatta—two highly regarded figures from the region—strengthens his ability to assure the people of Mt. Kenya that Ruto is committed to their welfare and is focused on delivering on his promises.
