Musalia Mudavadi Announces Formation of Specialized Missing Persons Unit to Address Femicide Cases

Acting Interior Cabinet Secretary Musalia Mudavadi has announced the establishment of a specialized missing persons unit focused on femicide cases. The unit, led by Inspector General of Police Douglas Kanja, will operate under the Directorate of Criminal Investigations (DCI) homicide unit.

Speaking during a national security briefing on Thursday, Mudavadi highlighted the urgency of addressing femicide, citing 100 recorded murders between August and November 2024. He also reported 7,107 cases of sexual and Gender-Based Violence (GBV) recorded from September 2023 to late 2024.

“Nairobi recorded the highest cases, while Mandera and Samburu had the least,” Mudavadi stated, noting that most investigations by the DCI have been completed, with many cases pending in court.

To further tackle femicide, the government plans to form a presidential working group tasked with delivering actionable recommendations within 90 days to establish a structured approach to the issue.

Government Commitment to Public Safety

Mudavadi reaffirmed the government’s commitment to ensuring public safety, referencing events surrounding the Finance Bill protests in June 2024 that resulted in the deaths of youthful protesters.

He acknowledged the delicate balance between the right to peaceful assembly and maintaining public order, expressing regret over the loss of lives and injuries sustained during the protests. Mudavadi attributed the escalation of violence to “criminal elements” who exploited the demonstrations to destroy critical infrastructure.

“We deeply regret the loss of lives and injuries sustained during this period, both among civilians and security personnel. These losses remind us of the need for vigilance and restraint,” he said.

He also addressed the misuse of social media in spreading false narratives, particularly claims of abductions during lawful arrests. Mudavadi assured that all arrests would adhere to legal principles, with any officers violating these principles held accountable.

Progress in Counter-Terrorism and Anti-Banditry Operations

Mudavadi highlighted significant strides in combating terrorism, reporting that 27 terrorist attacks had been thwarted between January 2022 and November 2024. Several terrorists were neutralized, and 11 successful convictions achieved, thanks to collaboration with international agencies.

On banditry, he noted a 62% reduction in cattle rustling in prone areas such as Baringo, Turkana, Samburu, and West Pokot. The Maliza Uhalifu operation led to the arrest of 250 suspects, including 14 political leaders, and the surrender of 240 firearms. However, 179 civilians and four officers lost their lives during these efforts.

Additionally, the government has rebuilt 11 primary schools in affected areas, with five under rehabilitation and nine more slated for renovation ahead of the 2025 school term.

Road Safety Measures for the Festive Season

Addressing road safety, Mudavadi noted an 11% increase in injuries from road accidents compared to 2023 but highlighted a decrease in fatalities among drivers, passengers, and motorcyclists.

He urged motorists to exercise caution during the festive season and directed increased police presence on highways to enforce compliance with traffic rules.

“Strict enforcement of regulations, including ensuring all PSVs have valid road service licenses, will help keep unsafe vehicles off the roads,” he said.

Mudavadi emphasized the importance of active engagement by law enforcement officers to prevent incidents and urged Kenyans to report criminal activities to enhance security during the holidays.

“Partnering with law enforcement agencies is crucial in ensuring safety for all,” he concluded.
