Ruto’s Office to Recruit Consultants for Implementation of Bottom-Up Agenda.

The Office of the President is seeking to hire a team of senior consultants on an “as and when required” basis to support the realization of the government’s ambitious Bottom Up Agenda. In an executive order, the State House Comptroller highlighted that these consultants will be crucial in providing transformative advisory services to advance the agenda, which has struggled to materialize since its inception in 2022, with the goal of improving the livelihoods of Kenyans living below the poverty line.

Consultants will be needed across various sectors, including macroeconomics, microeconomics, household and welfare economics, agricultural economics (value chains, agricultural finance), and natural resource economics (energy, environment, and climate finance). Other sectors include industrial economics, law and policy expertise in investment climate, ease of doing business, regulation, consumer protection, competition policy, property rights, climate action, biotechnology, creative industries, and the digital economy.

Eligible individual consultants are invited to apply and submit only one application within their area of specialization. Applicants are required to provide their qualifications, relevant experience, and evidence of assignments completed over the past ten years, along with a cover letter and a completed pre-qualification form. Applicants must have at least a Master’s degree (MA/MSc) in Economics, Law (LLB), or a related field (PhD will be an added advantage), with a minimum of 10 years of experience in research, policy analysis, and advisory work, along with at least 3 publications.

The pre-qualification application forms are available on the websites www.president.go.ke and https://www.tenders.go.ke or can be obtained from the address below. Incomplete or improperly submitted forms will not be considered.

Applications should be submitted in a single envelope marked “Expression of Interest No. SH/EOI/001/2024-2025” with the assignment title. Deliver submissions to the State House Administration Building, Gate D, Tender Box located at Gate D, or the Administration Block Conference Room.

The deadline for submissions is Tuesday, November 26, 2024, at 11:00 AM.
