President Ruto has nominated former IEBC Chair Issack Hassan and ex-MP Charles ‘Jaguar’ for State appointments.

President William Ruto has nominated Ahmed Issack Hassan, the former chairperson of the Independent Electoral and Boundaries Commission (IEBC), as the new Chairperson of the Independent Policing Oversight Authority (IPOA).

The announcement was made in a communiqué from Head of Public Service Felix Koskei on Tuesday, confirming that President Ruto has submitted Hassan’s name to Parliament for approval and subsequent appointment.

Hassan was among eight candidates shortlisted for the position in October following an open call for applications issued by the IPOA Chairperson Selection Panel on September 13, 2024. The panel reviewed the applications and selected eight candidates for the chairperson role and 37 for the member positions.

Koskei also disclosed the nominations of Ann Wanjiku Mwangi, Dr. Micah Onyiego Nyakego, Boniface Kipkemoi Samati, Dr. Annette Mbogoh, John Muchiri Nyaga, Kenwilliams Nyakomitah, and Jackline Lukalo Mwenesi to serve as members of the IPOA board.

“In line with transitions arising from vacancies within Constitutional Commissions and other State Agencies, His Excellency the President has, in exercise of the prerogative vested in him, nominated individuals for appointment to various public offices,” Koskei’s communiqué stated. “These nominations follow recommendations from the respective Selection Panel(s) responsible for identifying nominees for the Constitutional Commissions and Boards.”

Furthermore, President Ruto has nominated Charles Orinda Dulo as Chairperson of the Commission on Administrative Justice (CAJ), and former Starehe MP Charles Njagua Kanyi and Dorothy Jemator Kimengech as members of the CAJ board.

The President also proposed Sammy Chepkwony as Chairperson of the Salaries and Remuneration Commission (SRC), and nominated Retired Maj. Gen. Martin Kizito Ong’oyi, Mohamed Aden Abdi, Jane Gatakaa Njage, Leonid Ashindu, Dr. Gilda Odera, and Dr. Geoffrey Apollo Omondi to serve on the SRC board.

Former Isiolo Woman Rep. Rehema Dida Jaldesa has been nominated to chair the National Gender and Equality Commission, with Michael Mbithuka Nzomo nominated as a member of the agency’s board.

Additionally, President Ruto has nominated Gerald Nyoma Arita for the position of Deputy Governor at the Central Bank of Kenya.
